Prepare the sauces: In a small bowl, mix the tamari soy sauce, fish sauce, oyster sauce and sugar until the sugar is dissolved. Set aside.

Sauté the garlic and chilies: Heat the oil in a large skillet or wok over medium-high heat. Add the minced garlic, onion, and red chilies; stir-fry until the garlic is lightly browned and fragrant and the onions are translucent.

Add the ground beef: Stir in the ground beef and stir-fry, breaking up any lumps with a wooden spoon. Cook until the beef is browned and cooked through.

Season: Add the sauce mixture and stir well to coat the beef. Continue cooking for 2-3 minutes to allow the flavors to meld.

Add the basil: Add the Thai basil and stir briefly until it wilts.

Prepare the fried eggs (optional): In another pan, heat a little oil and prepare the eggs sunny-side up. Season with salt and pepper.

To serve: Divide the cooked jasmine rice or vegetables among plates, top with the sautéed minced beef, and garnish with a fried egg. Serve immediately.
