Preparing the meghli: In a large saucepan, combine the rice flour, sugar, cinnamon, caraway, and anise. Gradually add the water, whisking constantly to prevent lumps. Place the saucepan over medium heat and stir continuously with a wooden spoon. The mixture will thicken as it cooks. Once it becomes smooth and creamy (similar to a thick pastry cream), remove it from the heat. This usually takes 10 to 15 minutes.

Pour and let cool: Pour the meghli into individual bowls or a large serving dish. Smooth the surface with a spatula.

Allow to cool to room temperature, then place in the refrigerator for at least 4 hours to set.

Garnish and serve: Just before serving, generously decorate the meghli with the crushed walnuts, almonds, pistachios, pine nuts and grated coconut.
